Ignore the colors, as that is simply for an explanation.

Now, based on your browser settings, you will get an option to open WhatsApp with the number that is mentioned in the URL.
If you can’t get the ‘Continue’ button as shown in the screenshot below, tap on the ‘Continue chatting’ option, and you will instantly be redirected to WhatsApp to start the conversation.
However, if the number that is entered in the URL, is not on WhatsApp, you cannot send a message to that person, which is quite obvious.
Most shady apps that are available on the Play Store offer the same functionality, at the cost of unnecessary permissions, which is not acceptable.
